Schedule 7 substances cannot be bought, sold, possessed or used at all, not even on a doctor's prescription, unless a special permit has been issued by the Director-General. Nothing in the Act allows an ordinary prescription for these substances; only a Director-General permit does.

Who may supply: Nobody, except under a permit issued by the Director-General. The Director-General may also authorise a medical practitioner, analyst, researcher or veterinarian to acquire or use it, on prescribed conditions, for the treatment or prevention of a medical condition in a particular patient, or for education, analysis or research. An ordinary prescription does not apply.
